The Federal Coronavirus Aid, Relief, and Economic Security Act (the “CARES Act”) includes funds distributed to state governments to use to pay costs incurred in responding to the COVID-19 outbreak. The purpose of the Coronavirus Relief Fund appropriation is for the funds to be used to prevent, prepare for, and respond to COVID-19 only. No other purpose is authorized. Funds may not be utilized to replace or supplant any other funding nor to fill any revenue shortfall. 

The State of Alabama Finance Department has established a separate fund in the State Treasury for federal funds and is authorized to spend from those funds within the parameters of the CARES Act and other federal and state law.

This subaward (funding) is provided to the subrecipient through a Grant to the State of Alabama in the amount of $1,901,262,000 from the U.S Treasury via Section 601(a)(1) of the Social Security Act (42 U.S.C. 301 et seq.), known as the Coronavirus Relief Fund, as created by Section 5001 of the CARES Act, Pub. L. No. 116-136 (March 27, 2020) under Federal Award Identification Number SLT0002 and SLT0223, CFDA # 21.019 Coronavirus Relief Fund for the period March 1, 2020 – December 30, 2020. This subaward is provided in accordance with the requirements set forth on the grant website and application, and the subrecipient acknowledges by applying for the subaward that the information provided is true and accurate. 

Each subrecipient of CRF funds will be evaluated in accordance with Code of Federal Regulations 200-331(b) for risk of noncompliance with federal statutes, regulations, and the terms and conditions of the subaward. Further, each subrecipient’s activities will be monitored as necessary to ensure that the subaward is used for authorized purposes, in compliance with law, and that subaward performance goals are achieved. Other monitoring tools may be implemented depending on the level of risk posed by the subrecipient. See CFR 200-331(d) and (e); and 200-207.


Eligible Uses:

Under federal law, eligible uses must meet three conditions:

1. Necessary expenditures incurred due to the public health emergency with respect to COVID–19.
2. Not budgeted as of March 27, 2020 when the CARES Act was enacted.
3. Incurred on or after March 1, 2020, up to December 30, 2020.

Please note

Eligible broiler growers will be compensated for Increased Downtime using the following formula:

Total compensation = (Number of days of downtime over 17 days x $0.005 sq. foot x Number of square feet in poultry houses) minus any compensation paid by poultry integrator.

Eligible broiler growers will be compensated for Density Reduction of 10% or more using the following formula:

Total compensation = ( % Density cut x Contracted rate of pay x Pounds sold) minus any compensation paid by poultry integrator. *Contracted rate of pay is also known as base rate of pay.


In order to be eligible for this program, you must meet the following criteria, provide the requested documentation, and successfully submit this application for review.

1. You must be an Alabama resident.

2. You must be able to provide documentation that you were a poultry grower of broiler chickens and that you:

  • Experienced downtimes over 17 days between March 13, 2020 and October 15, 2020, or
  • Experienced density reduction of 10% or more between March 13, 2020 and October 15, 2020, or
  • Experienced both, downtimes over 17 days and a density reduction of 10% or more between March 13, 2020 and October 15, 2020, and
  • Have not received full compensation from your integrator for these disruptions

3. ADAI will require each applicant to submit the following to qualify for eligibility:

  • Copy of W-9
  • Successful submission of this application and signed certification and assurances form.
  • Applicable settlement sheets for each flock.
  • Statement describing the square footage of poultry houses on your farm.

Please note:
Eligible breeder growers will be compensated for Increased Downtime using the following formula:
Total compensation = (Number of days of downtime over 56 days x $0.0075 sq. foot x Number of square feet in poultry houses) minus any compensation paid by poultry integrator.


In order to be eligible for this program, you must meet the following criteria, provide the requested documentation, and successfully submit this application for review.
1. You must be an Alabama resident.
2. You must be able to provide documentation that you were a poultry grower of breeder chickens and that you: 

  • Experienced downtimes over 56 days between March 13, 2020 and October 15, 2020
  • Have not received full compensation from your integrator for these disruptions

 3. ADAI will require each applicant to submit the following to qualify for eligibility:

  •  Copy of W-9
  • Successful submission of this application and signed certification and assurances form.
  • Statement describing the square footage of poultry houses on your farm.
